Whenever I go upstairs in those two buildings, fire station and control tower, I mostly end up with broken legs and dead. It's always random, I would just be walking around and at some point it happens. Sometimes I'm able to survive with just the "pain in my legs" message and ruined pants and shoes. Most of the time it's broken legs or instant death.
It happened to me on several occasions on the latest build of Experimental. I can't speak for the Stable version of the game.
Just go upstairs in the fire station (on any of the levels upstairs) or in the control room (and the balcony around it) of the control tower. Walk around for some time, maybe run, try staying still sometimes, and at some point it will just happen. Most of the time I had a gun in hands.
It happens in all of those buildings, not just some of them.
Although this issue has never occurred for me, I've helped alot of people who've broken their legs that way by giving them splints or morphine.

Confirmed. Multiple different buildings... usually accompanied with "Leg in extreme pain" sometimes survive and see that message. Other times, just straight to "You are dead." screen. Happens multiple times to me a day, quite frustrating.
EDIT: Still happening on both experimental and stable. 2-3 times a day. "Legs are broken", "You are dead"... hope to see a fix soon as this makes the game unplayable for me.
confirm... also the little green lookout towers need the DDR (the wall border the airfield) and one time the stairs of the blue, little hospital
