I saw sometimes, that the floor inside of a house will get wet, if it rain outside.
Today, during a raining time, i tried out different houses in svetlajorsk.
so I found out, that the "problem" is linked with the wooden parquet floor.
It is not only in the redstone bar, also in other buildings with the same texture.
