Basically seems that almost all of the Ghost Hotel Houses that have more than one floor are lacking the needed stairs to reach the upper floor.

Just start the game and get into either the editor or into some mission in the Cam Lao Nam map.

Additional Information

These buildings can be seen in Hanoi and spread around in Saigon. (Sorry if I missed some more of these buildings in other locations)
