I've now tracked down the cause of this problem. And it directly relates to Argo - after hosting a LAN or Internet game in Argo. Then exiting Argo and starting Arma3 then attempting to create a listen server - LAN or Internet - the error occurs.

Then exiting Argo and starting Arma3 then attempting to create a listen server - LAN or Internet - the error occurs. Once this error occurs even rebooting doesn't resolve the issue. I assumed the functions_f.pbo was being used/locked by Argo.
