By taking the nvgs to your hand, and replacing the spent battery with a fresh one, the NVG effect turns on, and persists even if you drop NVGs and remove battery, allowing for infinite NVG use. It can also be spread to other characters at the same time, I was able to reproduce 100% of the time. Effect persists even through logout/in action, if the NVGs are in your inventory when you log.
