https://feedback.bistudio.com/T153090 is back with 1.13. I needed to take about 15 mods out that worked pre-update.

Some tips:
- It has to do with the size of total mod content. Even in 1.12, when some mod added a lot of new content, I needed to take out 1-2 other mods so that the server could launch.
- App memory consumption (~8GB) is half of the RAM capacity. Exceeding RAM usage is not the problem. Hardware is not the problem.
