Set up Zeus game on Altis. Place some OPFOR in a town. Patrols walking around. Set OPFOR AI skill to lowest in the group window, on all the units. Play for a while. (I made NATO forces enter the area and fight a bit.) Check the group window on the OPFOR units. The skill slider is now at max again.
