To reproduce this place 2 defaul NATO Mechanized Rifle Squads, set one on HC, leave another on server. Host mission on dedicated server with HC. Start mission, open Zeus and order both squads to move anywhere 1-2 km aways from current position. You will see that the unit on the server will get into the vehicle and start moving towards the waypoint, while the unit on the HC will move on foot.
