Unfortunately I am unable to reproduce this issue as the cause is currently unknown.

1. Start game with joysticks plugged in 2. Go to Controllers tab under the Controls menu. 3. Observe that no controllers/joysticks are listed. 4. Press Refresh and observe that no controllers/joysticks appear.
