Similar bugs are:
Switching on chainsaw, cannot be heared from me, until i put it on ground and pick it up, and it can only be heared by me when i put it again on ground while not changint the on off state. Same with switching off state, i have to put it on ground, till it updates sound and stuff:
Next similar bug ist switching on radio, take it in your hands, switch it on, put it back to your inventory and back to hands till you can speak.
Same with switching channels, switch channel, put it in your inventory and back to hands till you can talk at this channel.
You may switch stuff on while it is onlready in you inventory, so you do only have to take it into your hands, and back to inventory.
