Votekicking a player on an official server is literally impossible. It doesn't matter if they deconstructed basically half the base, destroyed dozens of antennas, blocked building zones, killed people, hijacked transport etc. etc.
Too little people care about doing anything about it, or most likely are just too new/occupied to do so. Even 22 votes on a 128 player server for a severe offender is a bit too much.
So, i propose a solution:
In-game karma. Each time you disassemble a structure **or REMOVE IT BEFORE IT WAS BUILT**, kill a friendly player, or get a votekick attempt from **different** players (based on their karma), -- your karma decreases. The less karma you have, the easier it becomes to get votekicked. The required % of players voting yes decreases. For example default one being 50%, and going as low as 10%. Important detail is that kills arent necessarily the main karma decreaser. Explanation below in additional information.
Karma should regen over time, albeit very slowly. Each karma decrease should last at least one hour if not more. Increasing karma for good actions is a bad idea, due to the fact that the griefer can just farm some karma and use said karma savings to do much more damage for a longer time before being kicked. That's a bad idea because you should be able to neutralize a griefer as fast as possible.
If your karma gets low enough, your name becomes red to signal other players that you aren't trustworthy
