I think it appears sometimes when i load a savegame. This bug is since the beginning of the eraly access. Edit: 1. Load normal savegame 2. drive to optional objective 3. take a picture 4. the new task is EMS/EAS now the Bug appears until you close the game and restart the pc. Sry for my english.
