To reproduce would require you to have a joystick with 4 axes to bind to the four keymaps "CyclicForward", "CyclicAside", "AntiTorque" and "Collective" then you would need to adjust the "joystick0:axis#" in the UserInputSettings.conf to the proper axis.
You could also just map the collective to a controller axis to manipulate it and see that it does not properly respond to axis input.
