Confirming - this issue is in Version 149374 that dropped today doesn't allow you to COMBINE/CRAFT anything in your hands:

cant cut clothes into rags
cant cut rain jackets into armbands
cant open food with knife/can opener
cant craft water bottle silencer with duct tape
cant combine small blue gas tanks to camp gas stove
etc.
