Same problem with same operating system, latest version.
I believe it has more chances to happen when switching servers but I could be wrong.

Zupernico added a comment to T118028: Server list lag.
Same problem, using windows 10.
Server list freezes the game every 2 seconds while refreshing but it works fine when it has finished refreshing the list.
