I have exactly same issue but the lag mostly occurs on multiplayer wasteland... when im playing on wasteland multiplayer i can never get a FPS of 20+ even on low settings.
But when i play Singleplayer it doesnt lag and sometimes it runs nice and smooth on normal settings.

Hopefully its fixed in the actual ArmA 3 release. :)
