The issue appears to be related to the mods you are running. This might be either an issue with the mod itself which has to be fixed by the mod creator, or the mod is corrupted.
We suggest that you try to uninstall/unsubscribe all your mods, then verify the game data and re-download the mods again. If the issue still persists upon doing so, then it is very likely an issue within the mod itself.

SG is no longer supported, we do not recommend using that button to launch the game (Are you using any launch parameters?).
Also if you are running any mods, please try to unsubscribe, then verify the game data and launch the vanilla version of the game.

You can go around launching the client with BattlEye by launching ArmaReforgerSteam.exe manually from client root folder - then it should be possible to join servers with "battlEye": false set in server config. However, we definitely do not recommend this approach as it is highly unsafe.

If you switch back to borderless windowed, does the game appear on the correct screen again? Also what are the screen settings in Windows? (Is the external monitor set as primary monitor?).
