As said in the title, the "unlockable" arsenal in the infantry section of the FOB requires the 500XP payment every time it is opened. I'm not sure if it's meant to be like that, or whether it's a bug, but I feel like it should be a one-time payment. Perhaps up the required cost to 1-2k points so you are restricted to the starting arsenal for the first day or two?
