Certain changes require workbench restart to take effect (without notification)

Description

I changed some configs for the key binds and restarted the world editor and the changes did not take effect.
It would be good if the workbench told the user whenever they should restart the workbench to see changes take effect.

User should know when certain changes MAY require a full restart, I believe this should also apply to adding new functions and variables to classes or adding new classes in the script editor.

Steps To Reproduce
  1. Choose a keybind (aka actions) that exists in the field manual and controls (options -> controls) [EXAMPLE: CharacterProne]
  2. Edit the chimeraInputCommon.conf file and change stuff related to the CharacterProne action (change to combo key such as CTRL + Z)
  3. load the world editor game mode
  4. Check the keybind and reset it to default in options
  5. Check the field manual for Movement -> Infantry (for the prone keybind).
  6. Some changes don't take effect without restarting the entire workbench.
  7. If everything works, change more things about the keybind and repeat from step 1.
Additional Information

I was fiddling around with configs and inputs for a bit and I had no clue all things don't change without a full workbench restart.
I also changed things to error etc, so maybe that caused more things not to update when I changed them.

Eventually I had to do a change to the input actions (I didn't know what exactly the things and changes were doing) and then I had to restart the entire workbench completely to see the actual results.
