Steps To Reproduce
Find or spawn wehicle. If it has wheels try
to take them into tour hands by aming at it
or using tab menu and mouse arrow cursor
None of the ways to do it works.

So you mean it is not a bug, it's a feature. That's a one way of solving it.

Vehicles spawn with wheels , wheels cannot be removed nor damaged (this is an intended, temporary change)
