I noticed today that I can only hear game chat if I am also in game chat. When I join a party while playing, game chat audio stops.

Steps To Reproduce
Join an Xbox party.
Have another player attempt to talk to you in game chat only.
Observe that you cannot hear them unless you switch back to game chat.
