There should be no clip on official only for fences/gates. Watchtowers and tents/barrels shouldn't be stackable but should be easily placeable on any terrain. Items like garden plots should be as they were before.

Additional Information
Bases on vanilla are too easily raided and have many problems. Placement problems are the main thing, to have no clip and stackable walls could be the key.
