Playing on 1.14 Experimental on xbox. European servers. Not able to find any plate carriers anywhere, and they appears to never be any Heavy military infected spawning. All other military infected are spawning including the Screamer officer.
I have gone from coast to Tisy, via NWAF, VMC and other military installations. Haven't seen a single one of either. Doesn't appear to be just timings or bad luck, it does feel like there is none spawning?
