I am building a watch tower on top of a building and I can not build the 3rd floor walls or roof or anything. The game allows me to place materials only through the vicinity, but won't give me the prompts to build.

Steps To Reproduce
Office building with large slab in the center, and the small building with a ladder and flat top. Building the first 2 floors is normal.
