On Xbox 1.10 stable version on a heavily populated and sometimes full server US NY 7600, when zombies aggro, they growl, put their arms up like they're ready to attack, then stand in place growling with their arms up. This has happened consistently the last 2 days I've played on 7600. It happened January 2 in Kamyshovo when there were about 15-20 dead bodies lying around, in Elektro which I'm sure was also populated, and on January 3 in Zelenogorsk they were doing the same thing. Once I got to Myshkino, the zombies were aggroing semi-properly, but freezing a little in place. I haven't noticed any issues like this in low-medium pop servers recently. US NY 7600 has been the only server I've been playing on recently, so I'm not sure that this happens on other high pops. I play on an Xbox One X with wired cable internet that gets around 100mpbs down/20 up.

Additional Information
While in Kamyshovo, I went around and shot every zombie I found, all of them aggroed in place. Afterwards, running around some more, I noticed a zombie aggro on me and several more properly chase me into a house at a fast pace while the server was still full. I don't know if my clearing them was what did it.
