Since the 1.09 update, placing fence kits for fences / gates is next to impossible in most buildings. It seems fences can now only be built in large sheds and barns. It is impossible to place a fence inside any town building now.
The building restrictions need to be lifted a bit, to allow more scope for bases. They are WAY too restrictive.
