You need certain tools to dismantle and to be in the inside of the fence, use a crowbar or hatchet to dismantle

Hi Masties, if I am inside another players base I don't need to dismantle it. I need to be able to destroy it from the outside. I have tried every tool from crow bars, hatchets, axes, pick axes, grenades. PS4 seems to have way more glitches than PC :(
