Some back packs allow you to slot a glow stick and radio transceiver to allotted slots at the top of the backpack within the inventory screen.
When these two items are placed there the backpack no longer allows anymore items to be places within it, regardless of space available.
Only removing the glow stick and transceiver to the vicinity will allow you to start placing items back into the backpack.

Steps To Reproduce
Find a backpack that has the glow stick and radio transceiver slots.
Place both items within said slots.
Once done the backpack wont allow any addition items to be placed within it until the glow stick and radio have been removed
