I have encountered this bug many times where the item you see in your hands is not what the server thinks you have in your hands, so when I try to shoot this man, my bullets do not hit him. This is quite a serious and frequent bug, I try to relog often but I think using the quick select wheel and switching between items on the quick select wheel while having items in your hands can cause this.
