That's how the game is meant to be, it's a "Survival Game".

TIP : For food and Water run along the shore, the boats usually have cans of food, drinks and backpacks in them.
For better loot/weapons walk inward towards the north/northwest of the map (clouds are always moving east).
The further up, the better the loot, but also more dangerous!
