I've tried many times and cannot use a sewing kit or leather sewing kit on clothes or bags.

Put the item you want to repair in your hands
Hover over the item used to repair (leather tools/sewing kit)
Press B
Now that you are out of the inventory menu you should be able to hold RT to repair. If not, then the item cannot be repaired further (worn) or you're using the wrong tool
Next time try google

Also try putting the repair kit on the ground
