It does go down, you can see it faintly. It's just very hard to make out and may not be visible at all on your particular display. It's definitely an issue seeing it clearly though.

correct, it does go down, but it is almost invisible. I believe a darker shade of grey for the background of the stamina bar would help increase visibility for a majority of the people Chernarus.
