This bug occurred while playing on a modded community server that made it so you would spawn with a gun and other items. I think it was on a custom map. I've had this problem multiple times and I've discovered what is causing it. If I go prone on the ground and take the item in your hand and move it to the inventory. you will not be able to move anything else to your hands even if you stand up.
