Is it possible to add Server commands for either the server.cfg or description.ext, where you can decide as Server Owner which, Drawing and Marker Channels should be enabled?

This function was added awhile ago for the Channels of the Chat/VON.

Drawing and Markers are good but shouldn't be available on every channel. Its really annoying on the Global Channel.
