Server Freeze on startup

I've had this problem for just over a week now, and no matter what I do, I cannot get the server to stop freezing unnecessarily on startup.
The server is an Altis Life Server. Pre-1.58 release it's startup time was 20-60 seconds... now it has a startup time of at least 16 minutes.

I've upgraded the server's hardware, commented out certain tasks and added in diagnostic lines... nothing is allowing this server to start up correctly anymore.
At the time of the 1.60 release we also included the 3DEN map we created from scratch due to the 2D editor being removed... this seems to be the cause as to why the server freezes at startup. When we preview the map in 3DEN, either 3DEN crashes arma out, or the character is frozen for the first few minutes.

1.58 only extended the startup time to around 3 minutes, but with the 3DEN map and 1.60, the server is becoming unusable. I've already paid over £250 looking into this issue, so please can someone from BI look into this now.

We've even tried to run the mission with a 2D map edit as we suspected the 3D map to be the root cause and this also does not fix the startup time issue.
We also tried running the server on a much slower server, and the issue scaled which is what led to us buying a new, faster server but unfortunately this hasn't improved the situation.

On the new server, with better memory, storage and processing, the server performs even worse.
It takes about 10 minutes for it to even appear in the server browser, which suggests the problem is with the arma3server release for 1.60.

This was due to having over 4,000 custom placed objects across the map of Altis...
It would be beneficial to have some kind of memory limiter built in to the editor to say "You've gone over the usable limit of place-able objects."
