charge rate flashing

Description

When driving the rover, the charge rate usually flickers between 37 and 0. Also (not sure if this is a bug or not) the battery only drains when the drain rate exceeds half the charge rate, instead of 100% of the charge rate.

I confirm this flashing, but it's reasonable: when your power level is drop under 1/3, the emergency recharge start from chemical battery (because your default power source (eg solar panel) is insufficient. But chemical battery charge better then your rover drain, so the power level is go up over 1/3 and the switch the recharge mode back to normal (eg solar), but in thet momment, rover use this power and power level is under 1/3. This is why flash. And yes, it's a little bit annoying, but if you understand the procedure behind the flashing, it's reasonable and OK IMHO.
